From Investment Decision to Territorial Execution

SVP supported NTT DATA with its relationship with the developer and adapting the permitting framework to significantly increase the site's power capacity, while redesigning the initial project into a three-data-center campus south of Paris.

This transformation required aligning development strategy, permitting, technical capacity and stakeholder management to turn the initial acquisition into a significantly larger and more ambitious infrastructure project.

The project consist in a data center development of 84 (up to 125) MW+ across three buildings, representing one of the largest projects of its kind in France, illustrates how an international investment decision must be translated into a locally executable project.

Following the acquisition by NTT DATA of a former industrial site with existing data center permitting, the project entered a new phase: increasing its overall capacity while managing the risks associated with changes to existing permits and the redevelopment of the site.

The challenge extended well beyond permitting. Increasing the scale of the project required a 360° approach to risk management, connecting technical and development objectives with public authorities, local stakeholders, residents, the developer, NTT teams and partners, as well as communication around the transformation of a former industrial site.

The role was therefore to rapidly define the appropriate strategy, identify critical risks and stakeholder dependencies and translate this strategic assessment into an immediate and coordinated execution pathway.
